m es facil:

1) Duplicar la capa de la font

2) Disminuir la opacidad de la capa duplicada

2) A la capa duplicada:
Edit>Transform>(Aqui lo dejo a tu gusto)

Sino lo pudiste hacer, nomas dime

MIRA SI LO TIENES EN INGLES ARRIBITA DE LOS LAYERS DONDE DISE OPACITY AHI ES Y SI ESTA EN ESPAÑOL ARRIBITA DE LAS CAPAS ESTA MUY FACIL ENCONTRARLO
