A mi me suena mas a problema del SO, con el controlador de algun dispositivo, por eso cuando entras en MODO SEGURO no pasa, porque ahi se carga lo minimo indispensable, que excluye al driver y/o hard problematico. Lo que podes hacer para detectar que es, quita todo lo no necesario, placas de red, placas de video (si tenes onboard para reemplazarla), placa de sonido (si es onboard solo desinstalala si no se soluciona quitando lo demas), unidades opticas, solo deja el HDD master del SO, memoria y CPU, y proba de iniciar en el modo completo, si aun da error deberias desinstalar estos dispositivos que quitaste, y luego volver a probar, a ver si logras acceder al modo comun sin problemas.
Yo a la velocidad del fan no le veo nada malo...

Los HDD trabajan a RPM constantes  . En todo caso lo que se estaria probando es la confiabilidad de la informacion grabada y la precision del movimiento del cabezal.
