Es el administrador de tareas...

Desde el mismo administrador de tareas selecciona el proceso y terminalo. Con eso el admin. de tareas debería cerrarse inmediatamente. Si no lo hace es posible que sí sea malicioso.

La localización correcta debe ser esta:

C:\WINDOWS\system32\taskmgr.exe
